ROB RUN clans: understand who owns what and who gets paid

Understand ROB RUN clans, settlement taxes, district control and the Shadow Governor. Separate renting a plot from ownership and check current wipe limits.

ROB RUN’s property hierarchy separates residents, settlement owners and clans controlling districts. Owning a settlement earns a share from residents; a district-controlling clan receives a share from settlement taxation. At the top, the clan holding central Highlands places its leader in the Shadow Governor role.

That hierarchy matters when an upgrade mentions your home territory or when you are deciding between renting land and pursuing ownership. A plot gives you a base; it does not make you the ruler of its surrounding district.

Read the power ladder

PositionMain distinction
HoboStarting without your own property.
Settlement ResidentRenting land for a base and business progression.
Settlement OwnerOwning a settlement and receiving a resident-income share.
District OwnerA clan controls the district above its settlements.
Shadow GovernorThe leader of the clan controlling central Highlands.

The Power Pyramid announcement connects each step with different opportunities. Read a requirement in terms of the position it actually names. Central-district residence, for example, is not the same thing as personally becoming Shadow Governor; that distinction also matters for the helicopter purchase rule.

Understand settlement income

A settlement owner receives a share from tenants’ spending and laundering. That income has to be collected personally. The Global Map announcement highlights the danger of carrying collected proceeds back out, so a tax-generating property should not be confused with a risk-free deposit in your bank.

Renting a single plot and buying the settlement are different operations. The latest launch change also moves Tier 1 settlement and land-rental payments to documents rather than cash. Check the current interface when planning entry into ownership instead of relying on an older price-based progression guide.

District control adds a clan layer

The official progression announcement describes district-owning clans collecting a share from settlement owners and receiving laundering benefits. District level influences those benefits. Control of the central district adds the top position in the hierarchy.

The distinction is useful, but it is not a capture walkthrough. The sources do not establish an exact tax percentage, takeover interaction or siege timer here. We do not turn a high-level developer description into an invented sequence of capture steps.

Our recommendation is to clarify what your group is aiming for before pooling resources: nearby plots, settlement ownership and district control are different goals with different prerequisites.

Check clan membership rules

The developer FAQ describes clans of up to 100 members, tied to the chosen server, and allows switching clans during a wipe cycle. It also describes role choice between Police and Criminal play on city entry as a separate system.

Do not treat joining a clan as equivalent to permanently choosing a city role. Before organizing a group, confirm that everybody is coordinating around the intended server and objective. The FAQ does not promise that one clan automatically spans all servers or regions.

Property ownership does not remove raid exposure

The power announcement says other players cannot seize a settlement before the wipe. That claim concerns settlement ownership, not the invulnerability of every base and container inside it. Security Systems, defensive modules and decoder access still matter for the buildings players use.

Read the base-defense section for the difference between slowing an intrusion and preventing all loss. Likewise, keep banked funds separate from physical goods or collected cash left exposed.

Plan within the current cycle

Plots, bases and cash reset during the Federal Raid. Whatever position you are working toward, the wipe guide is part of the plan rather than an unrelated technical detail.

As advice, pick one shared objective and decide what will count as success during this cycle. That makes it easier to compare a practical improvement, such as neighboring bases, with a much larger political goal. This guide explains the documented structure; it does not guarantee a particular ownership outcome for a clan.
